How can I view this video without the starts and stops?

The solution is simple: press pause and wait for a while. Pause is the button on the far bottom left.
When you press pause, playback stops, but the download continues.
Wait a while until the red download progress bar has filled out to the right at least 1/2 of the way.
After it is complete hit play and you will have smooth playback of this video.
